Based on the last year results, the Federal Migration Service of the Russian Federation reported a fourfold increase in the number of foreign citizens documented with work permits, with the total number of people granted work permits exceeding 2.1 million.
The number of irregular labour migrants in the RF decreased by at least a half. At the same time, with the optimization of employment procedures, stricter sanctions are being applied to employers. For instance, an employer may be charged up to 800,000 RUR for each irregular labour migrant recruited, and in case of other types of violations employers may have to suspend their operations for up to 90 days. More than 166,000 employers were held accountable for various violations. Fines in the amount of 4.6 billion RUR were levied, with 50% of them having been collected. As a result of these harsh measures, an increasing number of employers are registering their foreign workers, signing employment contracts, and providing social guarantees and insurance to foreigners .
